Downtown West Mixed Use Plan

Background

Google LLC, the project applicant, proposes to develop a mixed-use project within an approximately 80-acre area of downtown San José, California. The City of San José has determined that an environmental impact report (EIR) is required for the proposed project in compliance with the California Environmental Quality Act. The purpose of the EIR is to inform governmental agencies and the public of the potential environmental impacts of the proposed project, recommended mitigation measures to lessen significant adverse impacts, and evaluate alternatives to the project. The City published a Draft EIR for the project on October 7, 2020.

On December 30, 2019, the proposed project was certified by the Governor of California for streamlining as an Environmental Leadership Development Project (ELDP), pursuant to Assembly Bill 900, the Jobs and Economic Improvement through Environmental Leadership Act of 2011, as amended effective January 1, 2018, and codified in Public Resources Code Section 21178 et.seq. Beginning on October 7, 2020, pursuant to the requirements of California Public Resources Code and concurrent with the administrative process, this website provides access to all documents and materials in the record of proceedings for the proposed project in a downloadable format.

On May 25, 2021, the San Jose City Council certified the Environmental Impact Report and adopted CEQA Findings of Fact, a Statement of Overriding Considerations, and a Mitigation Monitoring and Reporting Program for the Downtown West Project.  A Notice of Determination (NOD) was filed on May 28, 2021.  On June 8, 2021, the San Jose City Council adopted ordinances in connection with the Downtown West Project.  Documents related to the June 8, 2021 proceedings are located under the section of this website titled “Post NOD Documents.”
